TA support to the Community Support Programme - Malaita (2008 - 2009)
Narrative: The CSP Road Rehabilitation and Maintenance Works Project (RRMWP) on Malaita transgressed from an emergency access project to a road maintenance projects using machines under force account to outsourced road maintenance using appropriate techniques and implement works through small emerging contractors and community groups. This shift is part of the Solomon Island Government's policy to make road asset management more cost effective.
Focal Points/Deliveries:
- OCA provided long and short term TA to the project included formulation and development of appropriate labour based techniques, work methods and norms and develop and testing out implementation and delivery methods for different type of maintenance,
- Design standards and implementation modalities (including simplified contracting arrangements) for community based routine and periodic maintenance activities and providing formal and informal training to project staff in labour based methods and appropriate technology. This also included trials and recording of labour productivities and work methods.
- Procurement arrangements and organisation of maintenance services through community groups and small contractors
- Extensive training in these and other engineering topics to CSP and MID engineering staff
