Rapid Employment Program - Honiara (2009-present)
Narrative: The Rapid Employment Program for Honiara in Solomon Islands is a project designed to transfer wages to the unemployed and poor population in the city in an attempt to mitigate tension and the negative social effects of unemployment. The program includes basic life skill pre-employment training,and runs two labour intensive components under the Rapid Employment Scheme (RES): Public Works and general cleaning activities under the Honiara City Council and the Labour Intensice road maintenance component under the Ministry of Infrastructure Development (MID). The project further works with community groups constructing pedestrian access provisions.
Deliverables/Focal Points:
The MD of OCA, Rob Dingen is engaged by the Worldbank as a short term consultant (STC) and is part of the implementation support mission team of the bank. Tasks completed to date include: Development of the overall design of the Public Works Rapid Employment Scheme (RES), including the objectives, expected outcomes, basic structure, partnerships, coordination and implementation plan and arrangements, Assess the technical implementation capacity of stakeholders and potential local contractors and identify capacity gaps, Investigate the geographic and beneficiary targeting, basic projections, workers compensation, labor regulations and contract management methods and mechanisms for the RES, estimate of base costs and contingencies by component and expenditure category, draft TORs for personnel and technical assistance consultancies and provide ongoing technical support to the Worldbank and the PMU.
