EC Food Facility funded road works under the Rural Market Promotion Program (PROMER)

Narrative: The EU support was given to upscale selected existing activities in an on-going IFAD-financed programmes the Rural Market Promotion Programme (PROMER). The goal of the EU support is to promote and protect food and livelihood security of vulnerable households affected by volatile food prices; the purpose to enhance agriculture and fisheries production and productivity through better (road) access to markets. OCA was contracted by IFAD to support the project executing agency (the Ministry of State Affairs, the PROMER project team) and the implementing agency (the National Road Administration) with the design , procurement and contract supervision of 120 km of selected road spot improvement works. Services provided included: road prioritization, economic analysis, stakeholder consultations with beneficiary districts and provinces, road design, preparation of cost estimates and bidding documents. OCA also provided also contract monitoring services to PROMER during the execution of the road works.
