- how to identify communities, deprived from (basic) access to socio-economic services and isolated in terms of road access.
- How to rank and classify these geographical area's and how to identify and prioritise best possible solutions to lift these problems. The principle originates from the ILO developed guidelines on Integrated Rural Access Planning (IRAP) and has over the years been adapted to suit specific planning purposes, such as district transport plans, road corridor planning and community access development planning.
