Indonesia Infrastructure Initiative (INDII) (2010)

Narrative: OCA was subcontracted by SMEC International Pty Ltd / URS to provide QA (Quality Assurance) assessments of key outputs produced under the Indonesia Infrastructure Initiative (INDII). OCA provided a pavement design specialists to assess the technical reporting on pavement design and management, road asset management, road maintenance and appropriate technology. The QA primarily focussed on incorporating best practice, and involved reviewing and critique  on content of working papers and where possible, providing technical guidance and advice in order to improve the quality of the INDII project outputs. QA’s were carried out for the following outputs under INDII:

• Road Maintenance Policy Statement and Technical Guidelines
• Road Maintenance Management Planning Manual
• Survey Implementation and Survey Data Analysis
• Report on maintenance implementation – Part A: Review of Delivery Mechanism
• Example technical implementation plan for output-focused road maintenance
• Assessment of Financial Capacity & Capability
• Review of Procurement and Contracting Final Report
• Expansion of Performance Based Contracting
• Review of Institutional Responsibility for Procurement and Contracting
• Methodology to Improve Implementation of Routine Maintenance on National Roads
