Afghanistan:
Planning guidelines for road rehabilitation prioritisation (2003)
Narrative: Experts from Orion Consulting Associates provided design and training inputs in the National Emergency Employment Programme (NEEP) in road maintenance network planning and prioritisation. The delivery was a draft planning guideline for road network priorities. The objective was to develop rural road maintenance system(s) and train maintenance groups. This was expanded to develop systems for sustainable access provisions and maintenance and included design and construction of new infrastructure interventions.
NEEP’s specific objectives are:
(i) increased social protection for an estimated 5-6 million of the most vulnerable people in Afghanistan through the provision of employment opportunities in productive and public physical infrastructure works;
(ii) Increased economic livelihood opportunities for the poor through increased access to public and productive infrastructure services, facilities and assets; and
(iii) increased technical and management capacity in the government sector and the private sector with regards to resource allocation, programming, planning, implementation and monitoring of labour-based and labour-intensive physical infrastructure works programs and project in various sectors in Afghanistan.
Focal Points/Deliveries: Review, assessment and development of Planning Guideline for road network priorities. Consult Ministries, Organizing and conducting workshop for both Ministry representatives and stakeholders staff members. Providing recommendations for follow-up actions and technical assistance.
